It does not say that. It is clearly marked as "1 phase". So you can monitor 3 different circuits on the same phase.

the readings suggest a 3 phase setup. Only phase B seems correct, this seems the one connected to VA, VB and VC. The other two suffer from the phase offsets.

If so, you need to connect VA, VB and VC to the corresponding phase lines independently.
