Shelly helpdesk asked me to test this using the web user interface of the device. (using the http://192.168.x.xxx addressing in the browser).
If you call the device in this way in the browser, you can set and save the settings for button 2.
(and they are immediately reflected in the APP and the cloud, if you are connected to the cloud)

They told me the issue would be reported and fixed (in one of the next firmware updates)
Yesterday I noticed that the Dimmer 2 has a firmware updated ready to be installed, but I have not tested if this issue was resolved.
In any case, you have an alternative for setting the commands for the second button.

I have set tested most of them with succes in a Shelly I3 configuration.
The cycle and the stop are not working flawless.
Nor does it work flawless when applied to the secondary toggle button connected to a Shelly Dimmer 2.
But at least some good progress made.
Hope others can take advantage of this overview.

I have opened a support ticket with Shelly and they replied that they suspect a firmware issue but I haven't received further updates.

I tried both descriptions http://192.168.0.191/light/0?turn=toggle and http://192.168.0.191/relay/0?turn=toggle but none of them execute. (The ; in my first quote was a typo and the Channel is indeed 0 and not 1)
I meanwhile tried it also with a Shelly I3, without success.
I must be overlooking something very basic...

I have entered the URL http;//192,168.0.191/relay/1?turn=toggle under the Action/Button 2 Switched On URL (and enabled it)
The IP address refers to another Shelly DImmer 2 activating a LED light. This LED works normal with the connected dimmer. (using the connected button, the app or the web interface)

The button 2 is a push button.
I can try whatever I want, but pusching button 2 long or short, one time or repeatedly, it does not switch the LED on or off.
I have tried by enabling the action under Button 2 Long Pressed URL and Button 2 Short Pressed URL, but these actions fail to save under button 2 (see other topic on this forum)
Can anyone provide advise how to solve this?

When I try to save an action using the Actions/Button 2 Long pressed, the unit activates the action under 'Button 1 Long Pressed"
It does not copy the URL I entered under the Button 2 Long Pressed to Button 1 Long Pressed. (so it's useless in the base case)
My button 1 is used for controling the Shelly dimmer 2 itself.
Is this a software bug or how can I resolve this?
