OK, I found the issue - my ISP was using a Filtered DNS Cloudflare (DNSSEC) which blocked the domain shelly-89-eu.shelly.cloud and returned Blocked (external, NXRA)
Also why Anker Solix was also not connecting was for the same reason the *.eu.anker.com - was also being filtered by the same DNS issue.
Hopefully this helps somebody in the Future.
