Difference dimmer 1

Can this dimmer handle multiple switches?
What i mean, if you power on the light and it goes directly off

In the connection of the shelly dimmer 2 without neutral (figure 4) and for energy consumption <10w it uses bypass. What exactly is this; Thanks
